Editorial: Payroll tax decrease could threaten Social Security benefits

A Kansas City Star editorial suggest if Congress approves a lower payroll tax, the it would be the end of Social Security benefits.

According to the editorial, lowering the payroll tax for workers by two percentage points from the current level of 6.2 would threaten Social Security benefits in the future.
